Note: The terms of this document are for 1 year, and will be re-examined prior to the following season.

Article I. Purpose:

The Barnegat Bay Junior Wrestling League is an unincorporated federation of wrestling teams representing municipal recreation programs or other organizations dedicated to promoting the sport of wrestling. (No private clubs)

Municipal Recreation Programs or other organizations are wrestlers from within the named community or school-sending district.

Article II.  Membership:

The number of teams shall be determined by a majority vote of the representatives attending the official league meeting.

A. All teams must be voted on to enter or re-enter league each year.  A majority vote is necessary to be accepted. Teams demonstrating a lack of ability to perform within the parameters of the by-laws, or who continually field a lineup of less than 12 of the 19 weight classes may be placed on a one year probation period as voted on by the executive board. If at the end of the one year period, they have failed to remedy their situation, they may be voted out of the league. Teams voted out may reapply for membership after a one year suspension period.

B. Procedure:

1.  Problems with teams for unsportsmanlike-like conduct, vandalism, theft, mischief, etc. that is detrimental to the league will be addressed at an emergency meeting.  Meeting will be attended by league officers and the teams involved.  The matter will be handled by the executive board.

2.  Emergency matters not covered in the by-laws may be decided by the executive board.  Such matters will be reassessed at the next league meeting. 

Article III.  Voting Rights:

A. Once inducted, all teams will be granted all voting rights.
B. All elected officers must have one year completed in the league.
C. Each member team shall be granted one vote.
D. Teams having two squads (a and b teams) will be allowed to vote for each team.
E. Votes may be cast by any team appointed representative. 

Article IV.  Officers:

A. Officers shall be elected for a term of one year. Each team may occupy only one board member position at a time.

B. The following officers will be elected:

1. President
2. Vice President
3. Secretary
4. Treasurer

C. These officers will be the executive board.

D. The treasurer must supply a financial report to all teams at the end of the year. 

Article V.  Amendements:

Any amendments to the by-laws must be passed by a majority of the voting members.

Article VI.  Dual Matches: 

A. Weight Classes:

    1. Weight Classes 52-56-60-64-68-72-76-80-85-90-95-100-107-114-122-130-145-160-Hwt.

    2. Heavyweight class weight range is recognized as a wrestler weighing over 160 pounds.  A heavyweight bout is wrestled if both wrestlers are within 30 pounds of each other, otherwise, no bout occurs and no team points are awarded to either team.

    Heavyweight Qualifying Statements:

    a. A 160 pounder may only be bumped up to Hwt if he is within 30 pounds of the opposing heavyweight.

    b. Any coach with a wrestler exceeding 190 pounds should call the opposing coaches the week of the match so as not to drag a wrestler to a match that will not be wrestled.

    4. Weigh-ins will be conducted on a digital scale accurate to .1 lbs. provided by the hosting team prior to each match with two coaches (one from each team) present.  Each team shall give a copy of his roster to the opposing team prior to weigh-ins.

    5. A wrestler will only be allowed to move up one weight class from his weigh-in weight class for that day.

    6. No wrestler may appear on more than one organization at any time during the season.

    7. A one pound allowance will be given in each weight class on January 1st and an additional one pound will be given on January 15th.  No other allowance will be given after that date.

    8. Weigh-ins shall be conducted with singlets on with no weight allowance. 

Article VII.  Eligibility:

A. All wrestlers must be no older than 15 years of age before December 31.

B. No High School wrestlers regardless of age.

C. Wrestlers must be registered with the club they are representing, and can only wrestle for one club per season.  All participating teams must submit a roster to the league secretary for the season prior to the first match.  If a wrestler is on a team's roster, but not from that school district, the team must submit a waiver to the executive board.  The executive board must vote on the waiver and must pass it with a majority vote.  Once passed, that wrestler shall be grand-fathered in. 

Article VIII.  End of the Year Team Tournament:

A. Same weight class as dual matches.

B. The top 4 teams will make the post season and will be seeded accordingly.     Seeding will be based on regular season record. In the event of a tie, head to head match up will be deciding factor, followed by most total pins, and most total points scored. 

1. Wall charts must be posted and kept up with results.

2. The team having placed 1st in the league shall be given the first opportunity to host the tournament.  If the 1st place team is unable or unwilling to host the event, the 2nd place team will be given the opportunity, and so on.

Article IX.  End of Year Individual Tournament:

A. Same weight class as dual matches.

B. Seeding will be based on regular season record. In the event of a tie, head to head matchup will be deciding factor, followed by most total pins, and most total points scored.  The top 4 wrestlers will be seeded, with the remaining brackets being decided via blind draw. No wrestlers will be allowed to participate in the end of the year tournament that were not seeded at the seeding meeting.

C. Wall charts must be posted and kept up with results.

D. The wrestler must have 50 percent or the majority of his weigh-in weights, whichever is greater, in any one weight class to qualify for the tournament.  A coach may petition to have a wrestler included whom does not meet this criterion. A minimum of 4 matches must have been weighed in for in order to be eligible to wrestle in the tournament.

Article X.  Awards:

A. Trophies will be awarded for the top 4 teams at the post season team tournament.

B. Trophies will be awarded to the individual weight class champions along with medals for second, third, and fourth place at the individual tournament.

Article XI. Tiebreakers:

A. For Year-end Team Championship Qualification-
In event of a tiebreaker between two teams, head to head will prevail.  In event of a tiebreaker where a triangle is in place, tally dual match points for each team in the triangle only in the matches against the other teams in the triangle. Team with most team points wins triangle tiebreaker.

All items not covered by these bylaws will be covered by National Federation of State High School Association (NFHS) rules.
